I believe in California’s natural beauty and protecting its environment, and I believe everyone should have a shelter over their head, housing should be affordable and transportation should be easy, accessible, safe and climate friendly.

PROTECTING OUR AIR & WATER
We only have one planet, and we need to take care of it. I have fought hard to reduce pollution, increase sustainable living, protect our environment and limit climate change.
- I authored and passed legislation (SB 1053) to dramatically reduce California’s pollution of plastic bags by prohibiting plastic bags from being provided at grocery store checkouts.
- I have joined with other legislators to advocate fiercely for strong regulations implementing SB 54, landmark legislation passed in 2022 that requires at least 65% of single-use packaging to be recycled and 100% of packaging sold in California to be recyclable or compostable by 2032.
- As Chair of the Senate Environmental Quality Committee, I helped craft and pass the state’s cap-and-invest program aimed at reducing greenhouse gas emissions.

Easy & effective
Communities should be pedestrian and bicycle friendly, and public transportation should be easy and effective to use, to reduce freeway congestion and reliance on cars. Enhancing and expanding rail travel is key to meeting California’s future transportation needs and climate goals.
- I authored legislation (SB 1098) to revitalize rail service from San Diego to San Luis Obispo by improving planning, management and passenger service.
- I helped establish and lead the Senate Transportation Subcommittee on LOSSAN Rail Corridor Resiliency.
- I helped secure state funding to extend the Coast to Crest Trail in the San Dieguito River Park, the Coastal Rail Trail in Solana Beach and the Oso Creek Trail in Mission Viejo.

Solving Our Toughest Problems
Throughout my time in the Legislature, I’ve worked hard to make California more livable for all Californians. That has meant addressing health care, energy affordability, gun violence prevention, elections security, housing, civil rights, end of life care and other issues. With a state as large and dynamic as California, we have a lot to be proud of and plenty of areas we can improve. That’s why I have never been focused on fixing just one problem, but rather on making progress across the board on the broad range of issues affecting my constituents. Doing what we can for our community
For many years, my top priority has been to reduce homelessness and increase the availability of affordable housing. I believe no one should be forced to sleep on the street and that the state and communities must do more to build transitional housing.
