Committee Work and Policy Focus
As a legislator, Senator Blakespear has been assigned to various policy committees to consider proposed legislation. These policy committees, each charged with a particular focus area, serve as forums to discuss the impact of bills and determine whether they should move forward through the legislative process. As the representative for District 38, Senator Blakespear is committed to addressing critical issues facing our district and the State of California through the following committees below:
Elections and Constitutional Amendments, Chair
This committee considers bills related to elections, constitutional amendments, the Political Reform Act of 1974, and ballot measures. Senator Blakespear serves as the Chair on this committee, and along with fellow committee members, strives to protect the integrity of the state’s elections and democratic process. As Chair, Senator Blakespear works closely with committee staff who are experts on elections law to evaluate legislation, coordinate informational and oversight hearings, and conduct research germane to the focus of the committee.
Subcommittee on LOSSAN Rail Corridor Resiliency, Chair
This subcommittee focuses on improving ridership, reliability, and connectivity along the LOSSAN (Los Angeles – San Diego – San Luis Obispo) corridor, a 351-mile coastal rail line running from San Diego through six Southern California counties to San Luis Obispo. In her capacity as Chair, Senator Blakespear directs the subcommittee’s work and evaluates how to best support the rail line.
Budget and Fiscal Review Committee
This committee is responsible for reviewing and analyzing the state budget proposed by the Governor, as well as conducting oversight of state agencies and programs to ensure fiscal responsibility and accountability. Senator Blakespear advocates for sound fiscal policies that prioritize investments in education, healthcare, infrastructure, homelessness, housing, and other essential services to ensure the well-being of all Californians.
Budget Subcommittee #2: Resources, Environmental Protection and Energy
This subcommittee reviews and makes recommendations on the state budget related to environmental protection, conservation, and energy programs. Senator Blakespear works to allocate resources towards conservation efforts, renewable energy development, and combating climate change to build a sustainable future for generations to come.
Housing Committee
This committee examines legislation related to housing affordability, homelessness, land use planning, and housing development. Senator Blakespear advocates for policies that increase housing opportunities, reduce homelessness, and promote equitable access to housing for all Californians, regardless of income or background.
Human Services
This committee considers proposed legislation about social programs, welfare policy, homelessness, seniors and aging issues, youth programs, and more. The Senator is committed to improving the quality of life for everyone and ensuring that California’s most vulnerable residents receive the services they need to succeed.
Transportation Committee
This committee evaluates legislation concerning highways, public transit, rail, aviation, and other transportation modes. Senator Blakespear champions investments in public transit, safe mobility options, and innovative transportation solutions to alleviate congestion, reduce emissions, and improve the overall quality of life for Californians.
Joint Legislative Committee on Climate Change Policies
This committee examines strategies for mitigating and adapting to climate change, as well as assessing the impacts of climate policies on various sectors of the economy and society. Senator Blakespear is dedicated to addressing the climate crisis and advancing policies that reduce greenhouse gas emissions, promote renewable energy, and enhance climate resilience across California.
Joint Committee on Fairs Allocation and Classification
This committee oversees the allocation of state funds to county fairs and agricultural districts, as well as the classification of fairs based on criteria such as attendance, revenue, and agricultural exhibits. Senator Blakespear represents the 22nd District Agricultural Association (DAA) and works to support California's vibrant fairgrounds and agricultural heritage. She advocates for equitable allocation of resources to ensure that fairs remain accessible and beneficial to communities throughout the state.
