Following Through on Planning for the LOSSAN Rail Corridor
August 28th, 2025
Hon. Toks Omishakin
Secretary, California State Transportation Agency (CalSTA)
400 Capitol Mall, Suite 2340
Sacramento, CA 95814
Dear Secretary Omishakin:
Thank you for your partnership as the Subcommittee on LOSSAN Rail Corridor Resiliency continues its work to ensure the long-term resiliency and performance of the vital rail corridor. We write to you as members of the subcommittee and co-authors of Senate Bill 1098, the Southern California Rail Revitalization Act, to reaffirm the importance of the planning and coordination efforts required by the bill.
One of the key elements of this bill is a report CalSTA must prepare and deliver to the Legislature by Feb. 1, 2026. We know that CalSTA and Caltrans have many responsibilities, and we thank you in advance for all your efforts to compile and produce the report. We’re confident this will lay the foundation for stronger management of the rail corridor. We look forward to receiving that report and reviewing the provided information so that the Legislature may take all necessary action.
We are thankful for the leadership of CalSTA and Caltrans in overseeing planning and coordination of stakeholders for LOSSAN. SB 1098 builds on the momentum we have started to strengthen the corridor’s infrastructure, boost ridership and enhance funding and support. Fulfilling the requirements of SB 1098 is an important step, as the state works to meet its climate goals and future transportation needs.
We appreciate your attention to the LOSSAN rail corridor and continued leadership.
Sincerely,
Senator Catherine S. Blakespear, District 38
Senator Monique Limón, District 21
