Large Coalition Voices Support for SB 569

RE: SB 569 (Blakespear) - SUPPORT - Preserving Safe Bikeways
Dear Chair Wilson:
We, the undersigned organizations, represent a coalition of transportation, land use, bicycling, safety, and community groups working to promote safer streets, sustainable mobility, and better transportation choices across California. Together, we support SB 569 (Blakespear).
SB 569 ensures that local communities benefit from safe street infrastructure investments over the long-term by establishing a clear and transparent process for any local agency that may decide to remove a bikeway after it has been installed. The process requires that local agencies act in the interest of safety for all roadway users by conducting a safety and Level of Traffic Stress analysis and establishing that removing a bikeway will not increase the safety risk to vulnerable road users. The process also requires that the findings be presented publicly and that a comment period be provided for the public to share feedback on the project's removal before it proceeds.
As communities make more and more investments in active transportation across the state, some of these projects require rebalancing road space allocated to vehicles for bikeways, bus lanes, pedestrian crossing bulbouts, and other traffic calming treatments that may slow traffic or remove parking. Unfortunately, we have seen a backlash against a few projects due to this reallocation of space and traffic calming effects, and local agencies have experienced political pressure to remove facilities, especially bikeways. High-profile examples include a project in Culver City, one in San Mateo, and two in the San Diego area.
We want to ensure that political pressure is balanced with considerations of safety and connectivity for all users. It is also critical to provide all community members, especially in underserved communities, with an opportunity to weigh in publicly on any decisions to remove a bikeway.
