Working Toward Implementing Legislation to Improve the LOSSAN Rail Corridor

It is with great optimism and gratitude that I write to you as the Legislature begins its 2025-2026 Regular Session. The Los Angeles – San Diego – San Luis Obispo (LOSSAN) rail corridor is more resilient and better prepared for the future because of the partnership between Governor Newsom, CalSTA under your leadership, the Legislature and local stakeholders over the last two years. I am committed to continuing that important work supporting the state’s critical transportation infrastructure and natural resources.


Since forming the Senate Subcommittee on LOSSAN Rail Corridor Resiliency in 2023 we’ve strengthened resiliency planning and laid the foundation for a coordinated response that aligns local, state and federal partners around a single vision. I look forward to seeing the continued implementation of Senate Bill 677 and Senate Bill 1098 which require new reporting, planning and information sharing relating to the LOSSAN corridor. These efforts directly support the shared mobility, resiliency and natural resource goals of many stakeholders. Together we’ll ensure the success of these important efforts, including securing needed resources for implementation and project delivery.


Thank you for your leadership and continued partnership with my office. The urgent need to address resiliency challenges along the LOSSAN corridor is clear. I remain confident that the state’s response and our collective action will transform the future of our region for the better.
