Dear Secretary Omishakin and Undersecretary Hacker:

Thank you for partnership in supporting the state’s transportation network. In Southern California, the Los Angeles – San Diego – San Luis Obispo (LOSSAN) rail corridor provides vital transportation services for millions of passengers each year. However, the Senate Transportation Subcommittee on LOSSAN Rail Corridor Resiliency was formed because the corridor’s current governance and operations are not delivering the results needed for its long-term success.

In that spirit, I appreciate your efforts to report to the Legislature as required by Senate Bill 1098. As you continue gathering feedback and developing recommendations, I encourage you to ensure the report follows the bill’s intent, objectives and requirements by:  

  • Identifying consensus recommendations and feedback across all categories required under the bill to ensure the long-term viability of rail service; and
  • Including all required stakeholders and addressing all required considerations.

I remain confident that, by working together, we can deliver the reforms needed to improve rail service and support the resiliency of California’s coastal rail corridor.
